West Virginia ranks third in household gun ownership. The state falls within the “Weak Systems” tier of gun laws after recently weakening its gun safety laws, including by repealing the concealed carry permitting requirement and forcing higher education institutions to allow guns on campuses. State legislators should instead focus on enacting foundational policies—most of which the state lacks.
